I've seen videos of them leaping into the air in South Africa. I live in california, and I've never seen one do that here.. why not?

No this is not the only place that they jump. Sharks jump as part of a hunting strategy, they tend to be more aggressive in areas like south africa and off the coast of New Zealand. This is primarily because they have a close source of their favorite food, Seals!!!
The underwater coastal structure off the islands in South Africa as well as the current patterns make it more efficient and easier to nab one of the slippery seals through one powerful shot for the surface. Because the water is so shallow this usually means that the shark will go out of the water, hence the jump, because there is nothing to stop them.
Great Whites are very strong flexible hunters. The jumping is just an adaptation to hunting a very playful and acrobatic meal.

I've seen one jump not far from my boat off Santa Barbara. I've also watched footage of great whites jumping after a seal-looking lure trolled behind a boat at the Farallon Isl. off SF.

I think that is where they do it mostly. I saw it on the show and they gave a theory why they think the sharks only jump there but unfortunately I forgot what it was they said sorry.
