The easiest to find small turtles are:

Water/semi-aquatic-
- Reeves Turtle
- the various Mud and Musk Turtles (Yellow Muds and Stinkpots are popular.)

Land:
- Eastern Box Turtles

You can learn about the care of all of these at http://www.austinsturtlepage.com

(By the way, the adult size of a Red-Ear Slider is 12" for females and 10" for males.)

Box turtles will eventually grow and so will red-eared-sliders. I've owned two red eared sliders since they were the size of a quarter and now, they've grown as large as a CD, though I don't think they will grow much more than they are now.

When purchasing turtles, make sure you are buying them from someone who is 'licensed' or allowed to sell them. Keep in mind that some species of turtles are illegal to own in some states.
