No, tact has its advantages and could be most advantageously used in some situations where sarcasm just wouldn't be benefitial. So, some of the most clever people know when to use tact and when to use other measures to benefit themselves or others for whom they advocate.
I mean think about it, during negotiations with Iran, for instance, which would you think the clever person would choose: tact or sarcasm?
It depends on the circumstances but plenty of clever people recognize a place in the world for tact.

***nah, i think sarcasm's funny as h*ll...i use it a lot...then again, i know when it's appropriate and when it's not. Tact is for those who know there's times u just have to bite your tongue...say what's politically correct...and then bust a gut later.
