There exists information that has, is, and continues to be sought by governments, as relates to your question.

There is the standard: The Chinese made solid propellant rockets that evolved into the rocketry known today.

However, tens of thousands of years before the Chinese made bottle rockets there exists written knowledge of "space technology," that exceeds the technology of today.

Whether the said information is true, or not, does not alter that there does in fact exist written information relevant to said same.

Not sure that your question can be accurately answered, except by the standard blab.
