You need to talk to your son and find out why he did it, and take it from there.

Was he trying to be funny? Was he looking for your attention? Was he trying to annoy you? Did he drink it? Was it part of a dare? Was he trying to tell you not to have so much drink? Or if the child was young enough, did he thought it was enjoyable to open bottles?

I am somewhat puzzled why you asked "what should I do?" What would your parent have done if you did it way back when? Are you lost on how to deal with your son? Are you an inexperienced parent? Or - is this the first time your son acted inexplicably?

Sorry about so many questions, but you really didn't provide enough information. Hopefully, answering some of these things will guide you to a course of action.

Did he drink them? Just open them? Shame to waste the 20 beers, but if he is drinking them, he needs AA. Now if he was doing some sort of school project, talk to his teacher. If he is old enough make him pay to replace it.

Make him reimburse you with beer, or the amount you paid for the paid for the beer, or have him owe you for something equivalent to it...
