When you're just getting started, you have to be your own agent and learn how to hustle your own work. Agents are only interested in experienced actors who have either been referred to them by their clients and associates or who they have seen work.
My advice is to forget about getting an agent for the time being and focus on your craft and your social network. Make friends--especially actor friends, filmmaker friends, director friends and producer friends--and keep taking classes. You'll never be finished learning. Once you've saved up enough for a good photographer, go get your headshots done. Then you'll be ready for auditions.
When you land a part, contact agents and casting directors and invite them to the show if it's a play or some other live event. Be sure to comp their tickets. If you get cast in something like a film, TV show, or other on-camera gig, contact agents and casting directors and let them know where they can see it. Make sure you get a tape of the project from the producers--you'll need your footage to start building a reel.
There you go. Now direct yourself into success--you don't need an agent to do that.

The best source of informaton is OTHER actors. If you are not in an acting class, join one. It's invaluable! Actors are the key to getting around in the industry.
You really can't do much without a network of actors. Audition for plays.
Most local newspapers post audition notices in the theatre/movie section of newspapers.
Call the community theater and ask what their audition procedure is and how frequently they audition new actors.

As an actor, I would like to say that you should look under rocks & in sewers, but that wouldn't be much help to you.
Get a copy of the New York City and Los Angeles yellow pages. There are hundreds of listings there. Send each one of them a copy of your picture and resume and then start calling them one week later.
None of them will remember you.
