It is usually 14 days from the start of your period +/- 2 days so it could be from day 12-16. Some women have late ovulation which is ovulating later than the normal fertile window. The best way to know is to chart and use a combination of temps and CM. CM alone can help but you must remember that you can have EW CM after you ovulate if the corpus leutem produces any estrogen in your body. Every woman's body is different, and hardly anyone actually has a perfect 28-day cycle with ovulation exactly on the 14th day.
Your best option is to learn how to chart your cycle using daily physical signs such as your basal body temperature and your cervical mucus.
Look for a local chapter of the Couple-to-Couple League, which teaches Natural Family Planning and fertility awareness.
Also, get a copy of Toni Weschler's great book Taking Charge of Your Fertility.

It depends on you. It should be in the middle of your cycle. You can learn to read your body signals, to tell when you're ovulating. Some women feel cramping or bloating. Others will feel a twinge or fluttering sensation on one side of the abdomen. You will usually have thick clear "egg white" discharge when ovulation occurs.

Usually a week or two before you period is suppose to start.
A sure sign that you are ovulating is you will get a clear stringy sort of thick discharge. That is when you should have sex to get pregnant.
