they're all faces.
^^ is an anime face when theyr'e happy.
>.< is a frustrated anime face.
>.> is a silly/confused face in anime.
T.T is a crying face or an agitated face.
watch some anime and you'll see what I mean.

If you're talking about math symbols... then...
^ stands for an exponent. What comes before it is the base and what comes after it is the exponent. Like writing 3 squared becomes 3^2 = 3*3 =9.
< stands for is less than, used in comparing numbers. Like ten is less than twelve is written as 10 < 12.
> stands for is greater than, used in comparing numbers, for example six is greater than zero is written as 6 > 0.
