Yes, you can download it and play it with out going to the store. You will have to go to the maxis website and the sims online section, then you can download it for free, but you will need to get an account to play which is 9.99 per month, and once you sign up for an acount you will make a password and username to log in and play!

Yes, you can. But I'm not sure whether you mean The Sims or The Sims 2. So here:
For the Sims, there is a free no-cd/dvd patch online. Just type sims no cd (or dvd) into a search bar and you'll find hundreds of sites that have it.
For the Sims 2, you can only get the patch directly from EA Link. Go to http://www.ea.com/ealink/index.jsp?sourceid=ea730 where you can download all Sims 2 games and expansions. Each expansion or game comes with a no-cd patch. However, to play the games, you must have EA Link and must be connected to the internet while you play.
