People have this psychological need for justice. They can tolerate egregious behavior in others if they see that the consequences are commensurate. It's the "getting away with it" that we can't stand. If people have a guilty conscience, and they're punished, they feel like justice has been served. Their conscience is at peace.

Depending on the culture, punishment can imply a gateway for some to CLEANSE themselves of thoughts OR actions that they feel they have done wrong. It is method of controlling what behaviors you OWN and how you will cope with them.
