Clockwise, it will draw the hotter air up and make it seem cooler and in the winter counterclockwise to push the warmer air downwards to make it warmer.

You don't want fan blowing down in winter, air blowing down on you makes it uncomfortable in winter time. Air blowing down on someone during summer months is better.
