you have to do it several times to be banned.

If the seller complains to ebay you could get a warning from them and a non pay negative feedback from seller. They give you 2 or 3 times and then they cancel your account. The best way to avoid negative feedback is to either pay or email seller and explains circumstances and ask for them to relist as you can not pay.
