What are the rules regarding player eligibilityfor international under 21 teams?

I know that they are allowed 2 over age players, but do these players have to comply with certain specifications? Any useful details would be appreciated.

U 21 teams can have 3 players over 21 no matter what age they are

well it seems that they do not have to be under 21years old as kieron richardson is 22yrs old
