Because if its highly eccentric orbit Pluto was the eighth "planet" from the sun between 1/21/79 and 2/11/99. This will next occur starting in September 2226 and will last for 20 years.

Pluto is no longer a planet. There are now eight planets in the solar system, but if you mean the 12 planetoids, Pluto is number 10. It is impossible for Pluto to become the eighth planet, but it will cross the orbit of Neptune in the year 2227 to 2247.
