Actually it is moving relative to the center of the galaxy as well as the center of the known universe. But I agree with the guy that said it has to do with what people used to think. It is a vestigial term from when we used to think that the sun revolved around us.

The sun is moving. However the Earth is also moving around the sun and rotating. The expressions of rises and sets were from a time when we thought the Earth was the center of the universe.

Because the sayings came about when people thought the the Earth was the centre of the universe and the Sun and all of the other planets moved around us.

because the earth's tilt is at a 23.5 degree angle. Which gives it an axis that it spins around and that makes it look like the sun is rising and setting but really we are just moving out of view of the sun.

we can say a lot of things. We all know that the planets revolve round the sun but many of us in our day to day lives like to believe (and often say out loud) that the world revolves around us. forgetting all the dramatic talk....
The earth rotates and revolves around the sun. we all know this for a scientific fact. but we donot feel this movement and so looks stationary. however there is a variation of the amount of sunlight that we receive everyday. to acknowledge this phenomenon without getting into the complex details, it is universally referred to as the rising and setting of the sun.

Because the Earth revolves around the Sun. The sun doesn't move, but the Earth rotates around it.

From the perspective of the viewer on the turning world the sun is rising and setting thus from this perspective it is safe to say the world is rising and setting.

Because that's the way it appears to us on Earth. Plus the fact that, in the past, it was generally believed that the Earth was standing still in space with the sun revolving around it.

It is because the earth does not spin at a 0 degrees angle on its axies it spins and 66 and a half degrees.
