A new management co. took over around dec. 2006.I gave my notice on mar. 20, stating I would be out of my apt by mar.31,my new mgmt co. says I need to give 30-day notice

Your lease is assignable to the new management company, doesn't matter if you signed a lease with them or not, if they manage the apartment you lease, you need to follow the lease that you signed, which includes giving 30 day notice.
