when i turn on the blower for heat/air it wont work and on a rainy day i found out that the windshield wippers didnt work as i pulled over the wippers started working so i tryed the heater and it started to work too asked a shop person and the anser i get is bad fuse but all the fuses are good is there some wrong with my battery or alternater or is there a hidden relay

Wipers are on a separate fuse, so it is unlikely that the two are interconnected problems at the fuse level. It seems more likely from your description that either a main buss fuse/breaker is partially separated, or a broken main accessory wire somewhere. These can be very hard to find.
Relay? Again, two different circuits...

wiper motor needs replacing as far as the heater blower try to see if the switch is bad with a multi meter

It's a Ford. Perfectly normal..
