It comes from the days when people used to travel about in horse drawn carriages, with a footman on top. If you were in a hurry you would have said "Home James (ie: take me home please James) and don't spare the horses (ie: go as fast as you can please and don't worry if the horses are worn out).

Don't spare the horses means to drive so quickly that you don't care if the horses's health is being put in jeopardy.
