well did yours come with a stamp... it sounds like chain mail because who is counting how many people are posting the letters, don't send if you've to put any personal details on this is how fraud comes about and maybe worse!!!!

This is not sanctioned in anyway by the USPS. I received one the other day and returned it for postage or a one way trip to the dead letter office.
