What actions can an individual take to be told to never return to a foreign nation? Without serving a jail term or being severly beaten by the local police?

What country are you talking about? There are different laws for different countries. That would be the first thing anyone would have to know. In general, I believe that being caught in the US without a green card can do it. I know that it will get you sent back to wherever you came from.

you have to know the laws applicable in that country and then play on the law.

depends I say self deportation I guess that sounds right...But now is not not catch and release anymore I guess...
