This is a tough question to answer, but I think there are a lot of reasons that what you are describing happens:
* Inside connections -- friends, family, the "good old boy network". People may give someone a job to repay a favor for someone else, even if that person doesn't deserve the job.
* Some businesses are more about the workplace culture than they are about productivity. They will hire, retain, and promote people who fit their profile of personality, attitude, image, etc. even if these people aren't the best workers.
* A "don't rock the boat" mentality. In many workplaces, mediocrity is the norm. People who are too smart or work too hard will make other people feel threatened. Because people don't want to look bad, they find ways to harass or blame the hard worker so that that person eventually loses their job.
Needless to say, I think that you don't always need to be cynical in the workplace. There are many workplaces in which hard workers are valued and promoted, and lazy ones are fired. It's important when looking for a job to try to assess what kind of workplace culture a job has.
Also, even if you are stuck at a job where many people are operating like the ways I described above, there is still a lot you can do, if you want to work hard and keep your job. Some pieces of advice are:
* Be friendly and respectful to everyone, even if they are not friendly and respectful to you. You can't ever go wrong by doing this.
* Don't ever criticize people. If you don't criticize people, you won't make enemies.
* Keep your work low-profile. The people who care about work ethic in your workplace will notice you're doing a good job whether you're up-front about it or not.
These attitudes can help you in any workplace. In a bad workplace, at least you will avoid making enemies and keep your job. In a good workplace, you will be praised and valued for your hard work.
I hope this explains some of your question--it's a tough question to answer. I know the world can be frustrating and confusing sometimes. It seems very unfair. Just know that you can find good workplaces--they are out there. AND there are ways to cope with a bad workplace.

Those lazy *** holes tend to get jobs, because *** holes tend to also be confident people and can make a good first impression, especially during Interviews. At least this is my view, either that or they're a friend of a friend of the hiring manager.
I'm an honest hard working guy, but I'm introverted by nature and socially inept. I also can't find a good job, but I've learned not to blame others, but to blame myself for not working on my weaknesses.
