Photo bucket is free regardless or it's intended use.
I'm sure what you have heard however, but you can not use photo bucket to manipulate images. Photo bucket simple allows you to upload images to a server and retrieve them as url.
You can then use html to manipulate the image url.
You might also be interested in using image shack, same principle but many find it easier to use:
