Unless the widow was also his sister or first cousin, then no it is not illegal.
There is NO blood relation to the man and his widow. Therefore no blood relation to the man and his widow's sister.

Because he's dead. His wife being a widow would mean he is dead, and a dead man can't marry his wife's sister.

Yes it is legal because your wife is dead and therefore all your obligations to your dead wife ended. You are legally free to enter into a marital contract with her sister. :o)
