well she does love you ...but as a close and loving friend. If you are patient and not pushy,you have the best chance of all the other men. You push...... she will give you the boot,and kick you to the curb and your chance is gone forever.
Look somewhere else for a while...let her grow into a woman before you try to make her a wife.

Well, one time this happened to me. Some guy sort of asked me out, but I already could tell that he liked me, but I just didn't like him back. Maybe she just wants to be friends because she knows it's not going to work out or hurt your feelings. Girls know when it won't work out, because we all get that special feeling when we thing it may work out.

There could be many reasons: Maybe.....
(a) she likes you but doesn't love you, and feel she can't love you romantically;
(b) she has been married and doesn't want to marry again;
(c) she has another boyfriend;
(d) she is actually gay.
