GIMP is THE alternative if you are looking for something to replace Photoshop. Not only is it an excellent alternative but it is entirely free (the fact it is free does not mean it is somehow lesser). The documentation that exists for GIMP is also excellent.
Picasa is not a substitute for Photoshop - Photoshop and Picasa provide for very different requirements.
