I had a contractor come out and install backyard gates. I noticed that the gate opens outwards which means the latches are also on the outside of the yard. I cant put a lock on the gate if I want. He said it is normal and that most gates work like that? Is this true? He wont return my calls to fix it and I stupidly already paid him.

Most gates do open both ways, yes, but because it is your gate it is your property to lock. The man probably made a mistake and doesn't want to fix it because either A. He doesn't want to be seen as a bad installer or B. He's a jerk.
Usually, if you can't lock a gate or it opens, say, into someone else's property, it actually can be seen as their gate or fence depending on what way the fencing and gate face.
My dad used to do construction and install fences on the side, and my mother's friend also installs fences. I've NEVER seen one that can't be locked by the owner, unless installed incorrectly.
I would advise you to seek another installer and have them look at it and write you an estimate on what it would be to fix it, then ask them to write their views on it. If these things don't work to make the man fix it for free and by himself, take him to court and bring the other guy with you. This way, he'll end up having to do it still and look like a jerk for being taken to court for something he wouldn't admit to.
You can also call the Better Business Beaurue and report his business for bad practices and terrible customer service.

Most backyard gates swing both directions and if it only swings one direction it is inward - not outward because of the latching thing. file a complaint if he won't return your calls - a good contractor always returns calls.

No the gates should open into your yard.I would seek advise to make him fix it. What is the point of having them if you cant lock them.And will they block the lane if left open?
