Obviously speaking is not the only choice of communication. Eye contact, body language, and writing in any form, from hieroglyphics to books to personal ads to yahoo are also used. Gossip, whether in person, on the phone, on line or text messaging, may be verbal and directly about an individual but it is not considered verbal criticism because it is ABOUT and not directed TO the person in question. One thing humans are really good at is improvisation, and that includes finding any way to criticize another.

I think there is such a thing. People could look at you really critically (eye you in a probing sort of way that makes you feel uncomfortable.)

Of course! Since when is language the only form of communication?? Of course intent shows through. Haven't you heard of the "evil eye"?
There are a million ways to criticize someone without saying anything.

Yes, there certainly is and it is very powerful. Words are are quickly forgotten, but a look full of reproach will stick with you for a while...Hopefully the person who looks at you that way is not a dear one, because if it is, then you are in trouble...

"talking is only a primitive form of communication"
Speaking only makes up 70% of communication, the rest is body language, including "looks"

Of course there is. You can actually feel the tension and I've heard lots of people call it arguing in silence.

Sure, haven't you ever seen THE LOOK from a teacher or from your mother? Also, hands on your hips, wagging your finger, frowning, etc...

Non-verbal communication is more powerful than verbal communication and it can come in all forms, including "criticism".

Sure. It's called a dirty look. It could also be a swift punch in the nose
