There's not really a law with decibels, it's more
1) disturbing the peace, which is loud enough to keep others awake and otherwise hamper them. Most American houses are relatively soundproof, you really have to scream or turn up the music to get in trouble (unless you live in a crummy apartment).
2) dangerous noise, which usually applies to sound proof factories and concert halls... after a certain noise level you have to give employees free earplugs. Of course, this kind of noise can't be allowed to leak out.
Each state can set it's own limit, and it's really up to the judges to decide.
Things like a baby crying or someone screaming in agony are usually let go. If someone is doing something willfully that disturbs you though, and makes no attempt to quiet down after a complaint, you can call the cops.

The laws that bind this question are not accessed at the Federal Level; each City has thier own Laws governing what excessive noise 'is'. It is at a City Level, not a Federal Level. Call your local City Hall and ask what legislature is on the books for your City with reference to noise violations.

you can have as loud as you want...How late I say 11 or 12 midnight...After that I say is just for the heck of disturbing the peace even if the noise is from inside your own home so
I say is not law...Is regulation yes how late yes should be a law about it.
I do recommend it to go around you neighbors and let them know that you will have a very loud noise just to be nice I guess...It won't hurt nobody.

The laws vary by state and by community/city/county.
There is no single national standard set by Congress, because that's not an area that Congress is allowed to regulate.

there is no "law" other than disturbing the peace. be as loud as you want - until your neighbors call the cops - then not so loud.
