exactly 13 as the moon works in cycles of 28 days!

There are usually 12 full moons each year, but occasionally there are 2 full moons in one month (the 2nd being known as a Blue Moon), so in those years there are 13 full moons. These Blue Moons are governed by the 19-year Metonic cycle of lunar phases; over one Metonic cycle there are 235 lunar months (236 full moons) and 228 calendar months. So 'once in a blue moon' amounts to about 8 times over 19 years.

If a moon is full twice in one month, it becomes blue tinted. Quite amazing. Never caught one with my eyes though.

If you check sources you'll find that the moon orbits the earth in 27.32 days. Dividing 365 days a year by 27.32 days and you get 13.36 full moons per year or an average of 13 per year.
