I would ave to say so far it is Duncan Hunter,Obama or even Dennis Kucinich as the least "flip-flopper".
Both have been more consistent on their views and the issues than any other candidate vying for nomination.
This may not be a good thing as the ability to rethink and change your minds if convinced are one of the benefits of intelligence.
Fred Thompson is not a declared candidate yet, and we know Hilary has used her power of cognitive thinking to change her opinion on various issues.
Rudy Giuliani of course has 'flip-flopped" through three marraiges so far, so he also is out of this discussion. The rest mentioned in previous answers are all on record, their actions speak for themselves

Guiliani would be the chioce. McCain is a pandering idiot, Honestly, we've had enough of the Clintons. Consider this point: In the last 20 years, America has been run by a Bush, or a Clinton. Do we really want more of the same? Hillary go home. Obama? Nice guy, but not enough time in the saddle to base any decision on. Guliani has done alot for NY, and he has enough of a mixture of ideas to be a credible candidate.

Probably Giuliani. He's been pro-choice, pro-gay rights, pro-gun control and still is today.
McCain has flip-flopped on his stance concerning the extreme Christian right-wingers. 1st they are "agents of intolerance", but recently he gave a commencement speech at Falwell's Liberty University.
