Typically, a Notice of a legally enforceable (i.e. mandated by Law, rather than by Contract) debt being collected by HM Government (or it's agents) = for example, Tax Demand.

Unlike Contract Debt, they don't have to prove you owe the money by taking you to court first .. (when it comes to Tax, it's up to YOU to prove you DON'T owe the money ...)
