She has had this little peach tree for about 4 or 5 years. It is still small, a little shorter than me, but it was still big enough to produce a dozen or so small peaches.

However, last year it didn't produce any and didn't even grow any leaves, and this year it looks to do the same. Its branches seem dried out.

It probably is dead, but I have no idea why. My mom said she placed some ashes from her fireplace around the base of the tree to fertilize it. Could that have killed it?

Anyone have any advice? Thanks!

It sounds to me that your mom peach tree is dead. Peach tree shouldn't get dormant in summer it should only be in winter. To make sure try to scratch the skin with your nail and check if it's still green and wet. Alive skin should be easy while dead skin will be hard. It's the reason why I advice you to use your nail instead of any hard object. If you find some parts that's still alive prune all the dead branches up to the alive portion hoping it'll give new shoots. But if it's all dead, it's time for a new plant.

The ashes that your mom put on the base of the tree shouldn't have killed it but I'm not a 100% sure. I know for a fact that ashes help some plants but in the case of peach tree I'm unsure.
