First you need to get webspace. Freewebs.com and Geocities.com can offer you this for free. Then you can create the website. There are a few ways to do this. Both freewebs and geocites have programs to make creating a website simple. You can also go to webmonkey.com to learn the language of web design call HTML code. Webmonkey can also show you some website basics. Another option is to get Microsoft Frontpage which is a website making program.

I had to make a website for student council one year. You can run a server off of a home website by using linux. Getting puppylinux and then using didiwiki (a program in puppy linux) can get you a quick wiki site.
Freewebs offers good rates as long are you are willing to pay about $10 a month for the service, as well as $20 a year for the website name.
