you do not have to create a new toon. your old one will be able to cross through the dark portal into the outlands once it is level 58. don't worry about gear as much. the many quests have some decent rewards.

All your old characters are still playable, and there will be more options as far as places to go (Outland) and things to do (jewelcrafting, most notably).
I strongly recommend that you do not give up on your old characters, especially if you put a lot of time into them. Should you desire to, you can always swap out their old professions for jewelcrafting.
The biggest difference between the old and new is something that you won't notice unless and until you have a character of at least level 58: The opening of the Dark Portal, and the ability to travel to Outland. Once you get that far, there will be new equipment, new instances, new mounts, new zones, and a whole new way of looking at things.

Depends on what your old character's level is. Most of the new content is 1-20 or 55+. Once you get to level 55 you can start getting slotted items, enter the outland enter a couple new instances and battlegrounds, and at 58 go into the Outlands, where there are flying mounts and brand new quests.

Just hang onto to the old toon. See which one you like better snd see if you can get them to lvl 70. I only absolutely delete a toon if I cant stand it anymore. There is lots of new things that you can do either with the new races or with an old toon.

You can level your old character up to 70 if you want. there's plenty of new content for you to do that.
