Barometric pressure has an influence on winds. or rather it is the difference in pressure. If two basins have different surface pressure, then air will want to move from the high to low pressure regions. if this movement is concentrated, say through mountain passes, a rather high velocity can be generated. as this concentrated flow drops back down into the valley, it is like an invisible stream of water and can maintain a high flow rate in channels for considerable distance. So when NOAA detects these conditions, the predictions on peak gusts of winds will take into accound regional pressure readings.
In cyclonic storms, tornados and hurricanes, the strength and ultimate wind velocity is related directly to how low the central pressure drops. There was a time when the pressure measure was critical to determining the strength of hurricanes, but now doppler radar provides better measure of wind speed.

An anemometer is what measures the velocity or the pressure of the wind. A weather vane measures the direction of the wind. Barometer measures atmospheric pressure.
Lows pressure systems are frequently associated with stronger winds. Tornadoes, hurricanes, and tropical storms are all low pressure storm systems.
High pressure systems are usually associated with clear, cooler weather.
But, the barometer itself will not determine the wind speed, just the pressure, the anemometer would determine the speed.
