Is it already IN a pot? If so, probably leave it in that size pot for a good while. Cat palms (or cascade palms) like to be potbound.
"In nature, this attractive palm grows in or near fast flowing streams, hence the specific name. In the home
it requires a good supply of water, and medium light. It has dark green foliage, is very easy to care for,
and makes a perfect house plant." (http://www.plantapalm.com/Vpe/photos/Species/chamaedorea_cataractarum.htm)
It really does not like to dry out.
