I enjoyed it allot when Bischof and Stone Cold were CO-GM's it made for a great storyline and was really the last time Raw was a super strong program.

Aw, I was going to say Steph. She was much more hands on with the role than anyone else, but I guess I'll give it to Bischoff. His early run as Raw GM was enjoyable. He's just a great natural heel GM

Tie between Eric Bischoff and Paul Heyman.
They both knew how to be the biggest jackass.

For Raw it's Bishoff, for Smackdown it's Teddy Long.

Teddy Long. As a face GM he played against heel champion JBL very well. He was probably JBL's defining antagonist during JBL's title reign.

Stone Cold Steve Austin, was the best GM hands down! he didn't take crap off of anyone, and was firm but fair with all the wrestlers. and that's my bottom line!
