He doesn't seems to listen.

My son would not stop playing with matches. (not lit)

So I made him stand really close to me when I lit one and acted like I was going to burn him with it. He got really upset (of coarse) Then I calmed him down and told him that I would never really hurt him and that I just wanted him to understand that her could be hurt and explained to him that it would feel like it did when he had reached up and touched the stove while it was on a few months before that. (very minor burn). He has not touched anything that has to do with fire since then. He was 4 at the time and is 9 now. I felt really bad scaring him like that, but I decided it was for his own good. He had to learn somehow. Better to scare him a little than to have permanent scars are a burned down house later. I don't know if this will help you or not.

One other thing you might try is to just keep the cigarettes away from him. Out of reach and out of sight.

If he sees mom or dad or whoever enjoying it he wants to enjoy is too. like candy.

Just once:stick his head under running water and tell him,if he won't listen,then suffer the consequences.
They learn so fast:next time one warning:still going on:water open etc.
My neighbors kids listen to nobody:but me.

Tell him every time he plays with a cigarette he is grounded for an hour with no PlayStation..

Punish him if he does and you shouldn't have cigarettes out in the open when you have a child at home

You should never have to tell him, you shouldn't leave them out for him to get hold of. My parents never set packs of cigarettes out for us to get hold of they always kept them hidden or in there pocket or purse. If I ever got in to there personal things then I would be punished but never punished when they left things out they shouldn't have.

not the cure but if there was some way to fill him with information on the effects of smoking and some age appropriate pictures of cancer might help.

You are probably bigger than him so take the cigarette from his possesion and put it where he can't reach it. Problem solved!
