Uninstalling and re-installing your mouse is the first step; if that doesn't work, and your mouse is the type that uses a ball to sense where it is, you may need to clean the contacts. You should be able to do this (after unplugging the mouse) using a cotton swab and a bit of rubbing alcohol. If that doesn't work, you may simply have to bite the bullet and replace the mouse.

If your mouse is the optical sort, be sure you're not using it on a shiny or reflective surface; those make the poor little mouse-brain go crazy. If you have a cordless mouse, try changing the batteries, and also be sure that the receiver for the mouse isn't obstucted by anything, so that the mouse can "talk" to it with no problem.

Optical mouse? Or an old Ball-inside mouse? If the later :) it might need to be cleaned. This can be done usually by rotation a cover on the bottom, taking the ball out, wiping that with (preferrably) alcohol or water; DRY it carefully; use a cotton swab to rub clean the little wheels inside the mouse cavity; reassemble.
