If you travel light you can start saving right at the airport by taking the bus to your hotel rather than a cab. The bus will cost you $2.50 for a 24 hour pass. You catch the bus at "ground level transportation 0" it stops about every 5 min. Take the #108 Paradise or #109 Maryland Pkwy North, the driver will tell you where to trasfer if you tell him where you're going. You could take the #109 Maryland Pkwy South, if you wanted to go to the SSTT>then transfer to the Deuce to go straight down the strip. for info on the CAT/Deuce

There is a ton to do that is relatively inexpensive.. I think that the people watching in LV is priceless.. Just spend an afternoon walking the strip! All of the hotels are very interesting inside and they decorate in the most interesting themes. Caesars has a neat shopping area that I love to walk through and just browse. Also,, the Bellagio has a fountain show that you should see. It is directly out front of the hotel.
Just stroll around and enjoy the scenery. As for shows, sometimes you can get good deals on show tickets at the half price booths, sometimes you can get better deals if you go to the show venue about a half hour before the start and try to offer money for leftover seating. I have done this a few times and got tickets for a fraction of their actual cost.
Las Vegas is just a fun town, I am sure you will have a blast there as many times i have been there without a big budget as well and never had a shortage of fun.

Many casino's still have nickel slots and poker slot machines. You would be surprised how much fun you can have on $20 worth of nickels. Many of the casinos also allow you to drink for free while you are gambling, even if watered down drinks, and many casinos offer an "all you can eat" buffet for a very affordable price, just to get your dollars in their place.
Check with the concierge an any hotel casino as well as your own hotel, and see if there are any "specials" for tickets to local shows.
By the way, if you get the chance, I loved Biloxi, Mississippi better than Vegas. It was affordable and they had some fabulous tours around the old plantation houses througout the city as well as a tour to New Orleans, where we spent the day flea market shopping and touring the French Quarter. New Orleans is cleaning up after the storm as fast as they can and the French Quarter is always a wonderful place to visit day or night, Marti Gras or not.

During the day time go to the Guinness museum. If you gamble, enroll in the comp rewards. Most casinos have a buffet. You can use the comp points to get huge discounts on the buffet. A full meal there can keep you from getting hungry for the rest of the day and you can save money on meals.
Two things you can do at the Orleans is to see a bunch of movies. The cost would be less than what you loose at blackjack in the time of one movie. Another is to bowl there for 1$ a game after midnight.
If you just want to chill, it is not too expensive to go to the top of the stratosphere and watch life go buy for a few hours. The rides up there are good also. And not too expensive.

Well, avoid gambling. Its soooo expensive.
But visiting casinos can be fun. You can catch the free dar in shows at many - the fountains at Bellagio, the fighting pirate ships at Treasure Island, the volcano at Mirage and the light show inside the mall at Caesars.
Also just wandering aroundinside the casinos can be amazing. Apparently the shopping at Caesar's makes more money per sq ft than anywhere else on Earth. And Venetian has a mini Grand Canal inside. Bellagio has an amazing glass house of flowers.
There are lots os shows, which can be pricey but will entertain for an evening - Cirque du Soleil has more permanent shows in LV than anywhere else.

There are tons of things to do in Las Vegas for cheap and better yet...for FREE!! Here are some suggestions for a great time on a small budget:
-Fountains at the Bellagio
-Rio Sky Show
-M&M World w/free 3D show
-Fremont Street (I always suggest the fried twinkies and fried oreos at Mermaids. They are only $1!!)
-Walk around the casinos and check out their shops and architechture.
-Bellagio Conservatory
-Most casinos have a penny and nickel slots
-Eat late and take advantage of the $2 steak and eggs!
-Enjoy walking around and getting exercise.
**If you join the reward club at certain casinos you will get a coupon book that will help you with the cost.

There are lots of free shows at the casinos. At Flamingo you can see all kinds of animals, at Rio there is the Masquarade in the Sky Show each evening, the Las Vegas experience on Fremont Street is fun. Nearly every casino has something for free.
There there are the 2 for 1 tickets, or free tickets to afternoon shows (one or two drink minimum) where you can see wonderful acts.
So you can see lots of things for next to nothing.

During the daytime take the elevator to the top of the hotel Paris and see a great view for free! Meander through the Venetian by all their boutique shops (including a terrific feathery mask shop) and the indoor gondolas. No need to buy anything, just enjoy the wonderful surroundings!

Lots of great answers so far. I agree with all thats been said. I would add that it is possible to see some really great magic/comedy shows in the afternoon for next to nothing.
As an example (there are more) consider the Mac King Magic & Comedy Show. You can get coupons for his show that reduce the price to the cost of one $7.95 drink (search the old yahoo answers to see where to get these).
Other afternoon magic shows often have 2 for one coupons, or are not too expensive to begin with $30 or $35.

Theres a lot of outdoor entertainment on the strip. Especially water shows and live performers. You can ride the train around the area and spot things from above. If you're on the cheap I wouldn't reccomend gambling too much, that's a given, but on occasional session at the slots is pretty entertaining.
