In general, yes it's true - but only to an extent.
I work in a full service gas station, and get to watch driver's antics all day long from the safety of a collection of gas pumps. I've seen a lot of horrible things people do behind the wheel. I've seen women on cell phones cut off traffic, run into the cement guards for the pumps, and back into other vehicles because they were paying more attention to their new, 2 ounce phone than their new, 2 ton vehicle. About 90% of these mishaps were by women or were the woman's fault. I've seen women (again 90% of the time) pull up and not know a thing about their car, how to take care of it, or how to drive it.
Recently I had this comment - "Oh, you mean it's bad to have no oil or coolant in the car? Why?". I had to respond politely with "Yes, ma'am, that's bad. And that would be why smoke is pouring out of your engine and I will be going inside to call a tow truck."
Women who smoke are even worse. I've seen women pull up and flick a lit cigarette out the window at the pump. How stupid is that? So far, I don't recall a single time a guy has done it. Maybe guys think a dirty ash tray is worth the price of having a clean one and risking getting blown to bits.
I've also heard other horror stories from other members, like the two lesbians physically fighting in their truck and nearly running into the diesel pumps and one of the attendants. Women are also more emotional behind the wheel, making them more subject to road rage. A female friend of mine was recently interviewed by the local news station on road rage, and she complained about people driving through the center of town at the speed limit, and how she just wanted to ram them out of her way so she could go even faster.
I myself have been tailgated by a lady in a Suburban for 10 miles (cell phone again), and she nearly rear-ended my multiple times before passing in a no-passing zone, nearly running me off the road, and continuing on to tailgate the person in front of me.
It can best be attributed to the fact that men are more mechanically inclined that women, enabling us to multitask and focus on all the tasks equally. Driving a vehicle means you have to focus on where the corners of the vehicle are, where other vehicles and potential hazards are around your vehicle, how fast you're going (and what the speed limit is), where you need to go, and (in many cases) which gear works best for the situation and how to operate your legs and arms to get the proper gear (i.e. manual transmission), all at the same time, and it can change within seconds. Women in general can only focus on one or two of these tasks at a time, but they do a good job with those one or two.
Of course, there are women out there who can drive better than some men, and there are men who absolutely suck at driving (like the 90-something-year-old guy who ran his Oldsmobile wagon into a crowd because he didn't know which pedal was brake and which was gas). But, as a general rule, yes men are better.
I hope this has answered your question. If you have any more, please feel free to ask.

I drive better than most men and women I have ridden with. The true test of a good driver is if you can fall asleep and not be jerked awake by their lousy driving. Personal plumbing has nothing to do with ones driving ability.
My ex and present husband were/are horrible drivers...I get a kink in my neck from looking out the passenger window.

The insurance companies don't think so. Boys have more claims than girls. They think they can drive better, and a lot of them want to impress people with their driving skills.
I have seen too many crosses on the roadside that proves it wasn't such a good idea to try and prove how good a driver they were.

IF that were true, (which it isn't), then guys would be getting the discount based on gender from the insurance companies instead of the girls. If you are 17 and male your rates will be much higher than if you're 17 and female, based on statistics regarding both accidents and moving violations.

I'd say that most girls are calmer and more laid back when it comes to driving. Guys are usually the ones with road rage and end up getting in accidents.

no guys speed to much and try to act cool instead of focusing on the road and a lot of times they have faster cars that can make them crash. They also like to make really old and unsafe cars and call them there pride and they are really unsafe.
