However, what is probably better is that you send your kind offerings to an orphanage or hospice much like our own countries they rely on charity work so all donations are very welcome. I am assuming you are of school / college age why not speak with your teacher about finding penpals they will know or can find out about reputable sites.

Honey, you do know that Africa is a continent, right? And you have posted this question specifically in the South Africa category, so I take it you meant to ask about South Africa not Africa as a whole. As people in this category won't tell you about Eritrean pen pals or Kenyan or, well, I won't count all the countries, there are 46 countries and islands.
If you want to send food and clothes to a South African pen pal, you will have to learn how to spell and write good grammar first, you see, South Africans are good in English, even better than the English themselves.
Then you have to make sure that the clothes you send are not made in another country as South Africans are very proud and like South African made clothes and products.
As for food, no, South Africans don't like food from out of the country, we don't trust anything not grown in South Africa. We don't want to die of food poisoning, foot and mouth or Avian flu.
Yes, we have customs as well, so you make sure that you send a Moneygram that will cover the tax of the parcels you are sending over.

off course you can get lots of pen pals in Africa, it all depends on what you looking for and what you like. i'm sure your pen pals will do whatever it takes to please you or offer you anything you want. And can recieve anything you send as long as you have the right address. Why dont you try me as your pen pal you wont regret it.

Im sure you can get a penpal in South Africa and yes you can send clothes and food to them, if the parcel is valued at over a certain amount they will charge your penpal customs duty.
You would probably be better sending it through a courier and not through the regular postal service in case it gets stolen.
