No. "It's" is the contracted form of "it is", while "its" is the possissive form of "it" (just like "I'm" and "my").

No. In fact, it's incorrect to have an apostrophe on the "its" because "it's" (with an apostrophe) is a contraction meaning it is. So unless you mean: "He found a small plastic bag inside and sniffed it is contents." There should not be an apostrophe.
