This is another way of conveying heart or love, when one uses SMS or during chatting on line, both activities which require speed of typing in this fast world. There is usually no heart symbol on a modern typewriter or keyboard (except when one selects special characters) to denote a heart, and some creative person has devised this combination, like many other innovations!
In math, <3 means less than three, and so the meaning attached to <3 depends on the context.
