There is no clear best while they were together. After they broke up I would say Paul, but John and George did also put out some amazing music. Here are my solo favorites:
John - #9 Dream
Paul - Band on the Run
George - What is Life
Ringo - Photograph

To me and the rest of the world, John's was the best. But Paul is still way way way way up there. George's voice was fine, but it was used for solos the least.
P.S. Whoever the bleep keeps putting thumbs' down for John's voice, listen to Twist and Shout, that's John.

and the 5th beatle Yoko has a good solo career too

Paul McCartney, very talented, "Silly Love Songs" was my favorite, "Ebony and Ivory" both were great.
