Depends on if you have a genuine cause of action. Usually governments have sheilding from lawsuits unless they deprive you of a constitutionally protected right....they will be hard to show.

Sure. Get a darned good lawyer. There may be a class action suit in affect from all Katrina victims.

You might be able to but I wouldn't count on getting much. They have pocketed most of the money they got.
