You have an Irish penny minted after they changed to the Decimal system for coins. They minted bronze ones from 1971-1988 KM# 20, and copper plated steel ones from 1990-1998. KM# 20a. On the reverse is the 1P and a peacock. On the obverse is the harp with Eire to the left and the date to the right of the harp. Eire is the what the Irish call their home land. As for the 8661 it must be the word Eire or the date that you are reading wrong. The Irish use the same dating system as the rest of the Western World including the USA. The coin has little collectors value, but is a nice item for a person that has Irish ancestors.

It's the Irish 1 pence (roughly equivalent to a penny). You are correct, that is a Harp on one side. The obverse side of the coin has a drawing of a knotwork bird, if I remember correctly.
The 8661 is the year of the coins mint, based on the Irish calendar.
