The location is west/central florida (and the grass is St. Augustine/Seville). Under the live oak tree there is constantly a ring aroung the outer perimeter of the tree which he cannot ged rid of no matter what spray/ product he tries. The spot is like a brownish color and is only under the described spot around the tree. I'am not sure all that he has used to treat this but hope there is some product and somebody that could point us in the right direction. Thanks for you time if anyone could help us.

It is a fairy ring. Basically mold or fungus from the tree. Try a mildewcide or fungicide.
What i do know is that moss(which is a relative to the fungii tend to grow in soil that is nutrient deficient. Fertilizing this area better along with deep watering should be of benefit in the long run.
For immediate relief, dig out all the affected dirt/lawn and replace with new dirt. and reseed.

I'm not sure if by 'a ring' you mean it's circular shaped and is 'all brown' on the inside, or if the 'brown' is JUST the 'circle' with green grass inside and outside. Generally, you'll get these 'brown spots' in lawns in every part of the country, for many different reasons ... but since you say your dad has tried several different ways to 'turn his grass green' I think you should tell him to 'just give up' and to 'dig the grass out' to about 4" beyond the brown, till the dirt really well, add some 'compost' and some 'new dirt' from a garden center or nursery and plant 'something else' there ... it could be a nice bit of 'ground cover' like thyme (which comes in many different colors and scents), or some nice flowers and some ground cover mixed, or even a small 'bush' or two. It will look 'unusual' but will also 'draw the eye' and he'll get 'compliments' on his 'litte garden' instead of being 'vexed' because of his 'brown spot.'

Maybe if he removes the dirt from around the tree and puts new top soil in there and plant grass seed. It could be in the soil and sprays etc, can get very expensive especially is it is an ongoing treatment.
