Caesar believed the purpose of France was to be conquered. Bush can't figure out what to do with them.
Caesar had fictionalized account of his life written centuries after his death. Bush has fictionalized accounts written of his life every day.
Caesar's foreign policy was to conquer neighboring countries and improve their infrastructure. Bush's foreign policy is to open the borders and destroy his own infrastructure.
Caesar could speak Latin. Bush speaks Spanish.
Caesar was deliberately stabbed by his friends. Bush has friends that accidentally shoot other friends.

Caesar had enemies within his inner circle (Marc Anthony, Octavian...etc) who would kill him...no such luck so far with Bush.
Other than that they are pretty much the same guy at different times both ruling over an empire on the verge of collapse. So much for the fourth Reich.
