more than likely. if you want to find the name of the anime, search the charactar's name, you might come up with something, though it doesn't look familliar. it looks sort of like a DearS charactar.

Yes and no. Anime is animation. This is not anime, but it is a manga-style drawing. It's basically anime in the sense that it is drawn in a very common style of anime, but it is manga because it is not animated. It also looks a lot like something from Di Gi Charat.
